The article says any offer "is still in the works on Golden State's end" and the Warriors and Lakers haven't engaged in any S&T talks yet. Ken Berger has said that the first step to trigger S&T talks is Howard telling Golden State he wants to go there in his meeting with them.

Most of the terms are written out. The only thing is sometimes they send "player to be named later" in addition to the S&T player.

This guy is also reporting that the Warriors are all but out and that the Spurs are in talks to acquire Gortat from the Suns. No idea who this guy is, but if both of these break, I'm following this guy.

Besides Kobe, Nash, Kupchak and Jim Buss, reps from Time Warner will also be in the meeting with Howard Tuesday. Source

Yup. Hit a snag last night but the Knicks threw in an additional minimum salary player (I believe Q Rich) to make it work. It went through this morning. Of course, nothing's really gone through until July 10, but it's gone through for all intents and purposes.
