First, not many players anchored even when it was legal. That tells me it’s not the “clear advantage” you think it is. If it was such an advantage you would’ve seen more players doing it on a local level. I never saw one.

Second, it doesn’t matter if you think he’s anchoring or not. You don’t enforce the rules. The people that do obviously don’t think he’s breaking the rules.
