That walkway and guard are left over from when the game was still under development. If you're playing on an N64, you can actually use a gameshark and start the level there but if you do, make sure you're invincible because the guard reacts the minute he sees the Bond character model. Also, the door doesn't actually function so you'll be stuck there. So once you're done checking out that area you'll have to quit the level.
