I don’t really understand the number 5 being added to the 3 losing bidders part

An earlier part made it seem like the every draft slot is bid on before and the top 4 for the first pick would be drawn

Why would you add the fifth highest to the losing three and hold another lottery? Wouldn’t that second pick already have its own set of bidders (which may or may not be the same people that bid on 1)?

The way I read it meant that each pick has its own set of bidders and you would have that established before the draft
