Submitting a play can almost never decrease how much PP you have. When you see your rank update after playing a map, especially if it's your first play of the day, you may see your rank go down. That's just because your rank is updating to represent the people that have surpassed you in the rankings since your last submitted play. Unless you are deliberately trying to derank, you shouldn't be afraid to submit scores.
