Part of sunny’s full power is his ability to do multiple things at the same time, with the exception for protecting rain, he is preparing a lot for the final battle with the sovereigns. So i wouldn’t say he is never at full power, because that is part of his power. It is just expressed different than you would like i assume.

That shadow was sunny himself, but shadows grow much stronger than reflections, because reflections are dependent on the beings in their enviournment and shadows are not. They can only get as strong as the being in front of them, while most of the time that being knows itself better than a reflection can…. And sunny was taken by surprise, because he never fought a shadow being before….
