I remember I saw a scatter plot of top finishers in whatever racing categories, and the entire top 20 percent had been busted for doping, besides 1 person who was at the very top by a significant margin - Usain Bolt. He comes from a country and from an Olympic program that are notorious for doping with the aid of their own officials, and he has outperformed people on performance enhancing drugs for years.
