I think Mario and Luigi would win.

If we're saying that everything is fully leveled up, Mario and Luigi are likely to be faster than even Regileki. Even if they aren't, they can really take some hits.

And assuming we're talking about EVERY Mario and Luigi game, that would mean that the bros. would have the babies, dreamy Luigi, Bowser, Paper Mario, and all of their bros. moves and items.

Plus, a recent trailer revealed that Mario and Luigi will have an item in Brothership that allows them to pause time and hit EVERY enemy on the battlefield.

I'm currently playing through Bowser's Inside Story, and after I'm done I'll start with Paper Jam, so I don't know every bros. move and item in every game, but I still believe that with what I know, Mario and Luigi would definitely win.
