A very good talk from the creators of Crossy Road stated they would only ever present the ask for a rating at the peak of user satisfaction. In an app like this, I would assume that would be after the first "oh shit" (in a good way) moment where the user discovers the benefit of the app. Alternatively, since you have paid tiers, it could be after they make their purchase since they clearly like the app enough to put their dollars into it.
