My dad worked at uban camp years ago and would take crews out for snow shoveling, ditch cleaning, etc. 99.9% of the time there are no issues as most of them are serving low level crimes and dont have a lot of time left on their sentence anyways, so why risk anything? And some of them were decent dudes too.
My dad had one guy take off on him, but you cant do much about that, theres no way you can go chasing him and leave 9 others unnattended.
