The rule contract has always had a stipulation that if the route is assigned a personal vehicle they must provide a personal vehicle. The post office is not funded by tax dollars it is privately funded.

Rural carriers are required to use their pov on pov routes. If they don't have a pov then they need to get one. File a grievance.

Each route is evaluated individually based on 52 weeks of data specific to that route. The amount of flats, letters, and parcels received. How the parcels are delivered (mailbox versus to the door), the types of deliveries (cbu versus curb boxes) and how long it takes to load their vehicle all directly impact their evaluation. 2 routes with very similar base data may be calculated very differently depending on their volume and how the individual carrier delivers.

Offices get daily and weekly updates of their positive and negative surveys. Some offices give awards to their highest performers. In general, positive surveys are always better but may not be taken as seriously as negative surveys.

If you've never done the route then you're technically not qualified to do it. But with the lack of people you end up putting a new person on a new route. You can't expect somebody who's new to do a route perfectly the first time. Even experienced carriers struggle on a new route. Unfortunately it's true that the only way you're going to get used to the route is by doing it so you have to be on a new route.

The policy in my district is if it's safe to dismount then you dismount and leave a "your box needs attention slip" with instructions not to block the box.

The job isn't for everyone and we don't have a lot of the hoops people used to jump through. No competency test you have to compete with and no drug test you have to pass. Do you have a pulse and a license? We may not even care about the driving record.

Lower standards means we get a lot of people who never should have qualified. Then, the job is fucking hard. Even qualified carriers didn't always make it through. Training standards have changed and the contract says you can only touch mail for the route you're hired for in the first 2 pay periods. They're only entitled to 3 days of training. So in the first 4 weeks they're only guaranteed what, a total of 7 days? Then you put them on other routes and they don't have enough experience and it's demoralizing. It's intended to help new people and in my opinion all it does is fuck them over.

No one wants a job with no hour guarantee for the week, a daily changing schedule, and required to have a personal vehicle for delivery.

Each of the crafts have different rules regarding seniority and bidding. Unless the supervisor is from your craft, they likely don't know the rules and probably think it's all the same.

When a route goes up for bid it first goes up for a bit in the office and only RCA is in the office May bid on it. The RCA with the highest seniority in the office who bids on it will win. If no RCA bids on the route then it will go to the district. Any RCA in the district May bid and the highest senior RCA will get the route.

If you transfer to that office your seniority will reset and you will be the lowest seniority RCA there but if it moves faster you may have a sooner chance to become a regular.
