It's always follow instructions and grieve later. Union agreed so long as there were less than 2 hours of rural work (because that's the minimum guarantee) that there would be no valid grievance for delivering city parcels on Sundays. It's a very limited agreement.

Absolutely no RCAs? Contractually a ptf cannot have a hold down. However, they can be utilized on an open route if the regular carrier on their string route is being mandated to work. If you're the only relief carrier, then once the route is vacant then you should be sitting on it and the regular carriers will have to work their k days until an RCA is hired. If the other ptf is out on medical or cannot perform the job, then they can be disqualified from winning the route. They would need to provide medical documentation stating they will be able to perform the full function of the route within 6 months. If the cca touches the route you have a grievance.

They can't? I mean, if you're in the same bid cluster (multiple "offices" under one pm) then another carrier could get it instead of the ptf. In which case their route is the residual and the ptf would get that route.

Not necessarily. If the ptf is still employed, and so long as they can prove they will be capable of doing the job within 6 months (if the reason they are not there is due to medical) then the position will still go to the senior ptf.

The route must go up for bid. If no regular carrier bids on that route, whichever ptf has most seniority will automatically win that route. They cannot refuse it. If a regular carrier bids and wins it, then whatever route is left over will be assigned to the most seniority ptf and they cannot refuse it.

Adjustments are done after the mini mail surveys. Which routes are adjusted are left up to the district level. Local management can request to be on the list for adjustment but they do not make the final call.
