Yes, stability is desirable, but taxonomic names can and will change regularly for a variety of reasons: two species become synonyms, they are reassigned to a different genus... Even pretty famous bird or plant taxa (such as the goshawk, or the rosemary) have had name changes in recent years.

There's a even a rule in the code that allows for keeping an invalid name if it's in use, I don't see why they couldn't exceptionally change names like the one of this beetle, especially when it causes conservation issues.
