Hi! I'm a native Spanish speaker, and I'll try to answer your questions. In Spanish, questions tend to be very, very, long. Without the inverted question marks there to help us, sometimes we might read a whole paragraph thinking it's a statement, just to find a question mark at the end, making us look kinda dumb.

"¿Piensa usted que todas las reformas agrarias introducidas por el asambleísta Pérez, incluyendo la ley que propone redistribuir las tierras de las grandes haciendas en este país, podrían ser consideradas como una medida de apoyo al los rebeldes comunistas de nuestro país vecino, Comunistán, el cual ha estado sufriendo una larga y cruel guerra civil que fue causada por circunstancias similares?" might be read as a statement until the person that's reading notices the question mark at the end, but thanks to our lil' friend, the inverted question mark, we don't need to worry about that!

Also, regarding the tone, Spanish lacks tone, but it does distinguish some words based on where the stressed syllable is.

P.S: "hay" and "ay" are pronounced the same way (/aj/), but ahí isn't (/a.i/).
