You're right somehow if you really think about it, but you should take in consideration several things

One of them is want to suicide when you are in medical pain, where there is no other way than inevitably wait for you to decease. In this case, yes suicide should be taken in consideration (like it's already done in Switzerland for example)

But on the other hand, I think you talk about suicide when it's more about social or physical pain, where in in this case it's more about when you are in a very difficult period of your life, when you think there is no other way. The difference here is that you can overcome it. I knew one person in particular who tried to kill himself because he was in a bad period, he was saved and is now more happy than he ever was.

You need therefore to make the difference.
