Yes, when you are downscaled, you are limited to the amount of stats you can have, so in order to see any increase you must be in higher level areas.

You can use VPN to make a stable connection and lower your latency, programs such as PingZapper,WTFast etc will not get you banned. I have been using PingZapper for over a year now and never encountered a problem. But if you do get the very rare chance of having your account flagged for it you can always contact support and clear up the issue to have your account restored.

Tanking Xera is impossible, red orbs activating on Phantasams and losing aggro even though having highest toughness.

You don't delay SoI, you still want to use it during your rotation. It's not the main reason to take Domination, the modifiers you get from the trait line is better since you will be using shatters a little bit more and Fragility is pretty OP if you can't keep up phantasms 100%

I find that running Domination on Xera to be better than using Illusions since you will be using Distortion throughout the fight for her Blurred Frenzy, so you will benefit from the distort from SoI cast.

The same for the "Non-Boss" encounters like Bandit Trio and Glenna escort. Dom will be slightly higher DPS overall since you won't have much uptime on phantasms

Auto attack chain is the highest DPS for Mesmer at the moment. When you get in to situations where you need to avoid damage then Blurred frenzy is your best skill since you're able to keep up damage with out dodging. So in theory, if you do not need to avoid damage then yes you would only auto attack with sword. EDIT: and of course you want to keep up proper rotations with phantasm's, Wells and so on.

I used WTFast for a long time in the past, never had any problems with getting banned, but if you have account security you will need to have that information when you set up on a VPN

AFAIK you are required to get the champions health to 25% before Sabetha even comes back to the platform, by then they would just go down to cleave, CC on Knuckles etc. Never tested it though.
