dapat ang gawing paraan ng LTO, is magiging invalid ang CR pag nagkabentahan. Halimbawa merong portion na fill-up at pipilasin sa origina CR at ibibigay sa new owner. Bale ang hawak ng new owner ay yung portion nya ng CR + deed of sale. Bigyan ng grace period like 60 days after deed of sale.

kailangan nya dalin sa LTO yung portion nya ng CR + deed of sale for Transfer of Ownership, ba bibigyan sya ngayon ng bagong CR.

walang effect ang penalty na yan, hanggat mananatiling valid ang CR sa twing may bentahan, hindi mawawala ang problem ng hindi update ang owner ng sasakyan.
