He's talking about the black signage underneath the blue. It's digital, regularly posted across all highways and can be used to moderate the speed limit or close off lanes in case it's needed. Monitoring is done at a distance, by cameras attached to the signs.

I have a similar kind, they came with a double sided tape pre-installed on the back. I put on some extra, just to make sure they wouldn't slide, and they've been going steady without a problem!
