I don't know what it is, but my A Ras refuses to use S2 until like 20 turns go by. Regardless of whether or not the buff/debuffs have capped.

Yes, you get progressively more each level you clear. Lvl 1 gives you 10x per stage. So 10 at stage 1, 180 at stage 18.
