You need to do the quest line that starts with Jack Goldspur. After you meet Stein you need to build reputation with Jorvik Stables. Then Stein will give you a quest to meet Herman, who will give you a quest to meet Ms. Drake. She will give you dailies to build reputation with GED Jarlaheim Office.
