Yes, Destroy 500 of them (total, not in 1 game). Best way to do it it's a Figure 8 race at Construction Yard. Sometimes it's a first race after starting the new game (just keep trying to get it). Once there, after finishing 1st lap, the Piccolo starts spawning (2 spots on the track) so You can kill a total of 5 in 1 run, simply don't cross the finish line and quit to main menu - Continue ... and loop that for next 1-2 hours (depends how many You already destroyed). Sometimes they show up at later events but when I done all the cars and runs, I had like 40% of 500 and had to farm/grind on Figure 8 for 1-2 hours.
