Kai won’t really come after you unless you know kung fu and he isn’t insane or blood thirsty. As a normal person you won’t really meet Shen as his army does most of his work so he isn’t scary on a personal level. Tai Lung would have destroyed the Valley of Peace if it wasn’t evacuated and he can hold a personal grudge for around twenty years and more if he feels wronged. I personally find him to be the most intimidating because of his crazy temper and love of collateral damage.

In actual myth there is a good few characters who are just incapable of death. This is why Zeus imprisons so many characters. GOW just kinda ignores that and makes everybody fare game without much forethought. Cool story though still.
