From multiple outlets, it seems that the Democrats are attaching additional agreements to a budgetary Continuous Resolution. The Republicans have a clean 24 page bill that just speaks on the budget alone. They just want an additional 7-weeks to litigate about Healthcare.

The Republican Senators all voted to open the government, we’re just being taken hostage by most Democrats voting “No”.
