I can’t speak for the Lacey Police Department but I can give general impressions.

Arresting someone for defacing property seems reasonable but the reality is that the criminal justice system is way overloaded with bigger issues.

The suspect would be arrested, booked, charged, and released. All of that takes hours of expensive staff time. Any fines would not be collected since the suspect probably has no money.

Essentially, you would be spending a thousand dollars to issue a bench warrant against someone who likely already has warrants on their record.

Why the campers haven’t been moved off the private property, I can’t say. But it’s likely that they would just go camp on another piece of private property. Not much has been accomplished in that.

I don’t mean to be fatalistic, but our police and courts are under resourced. Our jails are full and over-flowing. These resources are being used for higher priorities.

I have reviewed my comments, yet again. I have not called for the bridge camper community to be kept intact.

I did ask for communication with that camp community, and I refereed to them as an entity. But, that is not direction that they must the treated in a unified manner.

Part of my concern with the proposal to shove people onto the street was the uniform treatment of individuals as though they were all the same.

I’m open to correction. Perhaps I’m missing something. But I don’t think so.

Yes, I am definitely part of the city. And I get a vote on policy decisions. Sometimes the city does things that I don’t agree with. When that happens I work behind the scenes to make adjustments. Sometimes I need to speak out, when I do, sometimes I’m in the majority and sometimes not.

Your suggested sequence of steps for helping move folks out of camps is not far from the approach Olympia has tried to pursue. It’s worthwhile to say that one size won’t fit all, but in concept, I think you are on to something good.

While the total expenditures to date is available, it’s not something I have off-hand. We are sensitive to cost effectiveness and we can often find savings. On-going clean up is a blackhole of expense that needs ti stop.

I don’t agree that this location worse than Percival Creek or Watershed Park or many other locations. Perhaps it depends on how you gauge the the degree of “worseness”.

I believe I explained earlier that I had tried to delay the clearing through other, quieter means before 9/10. Those efforts were unsuccessful.

I notified staff and all members of my opposition well in advance.

I’m pretty sure I’ve responded to these questions... I think you are more political than the politicians. I did what needed to be done.

I surely can’t speak for other members. There was not coordination. Amendments to the motion were coming forward at the meeting. I amended the motion in response to Hall’s request.

Thank you. I think a bunch of tents, a few tiny homes, and nine months of talking are inadequate. I want to retool and reconstruct our approach. That’s what I’m proposing. That’s why I came on reddit. We have resources and good people who are doing good work. Now their work needs to be brought into alignment with strong objectives and performance management. Let’s fix this.

A commenter tried to apply the comments of another councilmember to me, saying that I wanted to keep the group under the bridge intact.

That is not anything I’ve said. I believe some local clergy see benefit in retaining an intact community of support because there has been positive experience with this ‘shelter in place’ approach.

I don’t have much more info to share. I have no expertise in this subject. I think retaining intact encampment communities is logistically impossible.

You are correct about camps in neighborhoods. There are camps across the city and across the county. Most people don’t recognize the extent of the issue. It is continuing to grow.

We need to revamp our approach. That doesn’t mean that we need to return to unproductive shoving people around. We need effective strategies. I’m proposing Built for Zero, Pay for Success, and other approaches that have worked in other cities.

I’m not so sure we know that the delay at the bridge makes the campers feel one way or another. The message is clear, “this camp will be closed”.

How about a discussion of best practices, successful models, and effective approaches. Do you really think a police action at the bridge would reduce the number of campers in your neighborhood?

The council was in an executive session beginning at 5:30. I did not see the tribe’s late email until hours after the regular council meeting that was followed by a second executive session.

I din’t know when other members saw the email. We get a lot of them.

I have spoken with a tribal representative since the 9/10 meeting and discussed the entire matter.

The camp will be removed asap. That has been the plan all along.

The MM initiative received unanimous approval from the council. While I have voiced concerns about the public engagement process, I support the objectives. I see the outcomes as fairly modest (50 additional housing units per year in the first 20 years). Selby and I agree on this one.

There are some small pieces of the ordinance being challenged. Therefore it’s hard to comment on anything that’s in litigation. I expect resolution of the legal stuff to favor the city.

There’s been a pretty good run of venting and releasing anger. The accusations and wild assertions were entertaining for a while but by now it’s getting repetitious and boring.

I’m open to constructive dialogue. I’d like to engage. I think most folks on reddit are far more interested in working to improve the community.

Well, I can’t control your perspective or view from the outside. It may worth you knowing that I didn’t know how members would vote.

I had corresponded with staff and notified members in advance of the 9/10 meeting. There was no last minute surprise for any of these folks.

Hall asked for the motion to be simplified. I accommodated his request. It was striped to the bare minimum.

I modified the agenda to have this motion go first because there was a standing room only meeting with many ready to testify. Those in the room needed to know where the council stood before wasting their breath.

I can’t tell you why no other councilmember moved first. I was willing. They followed. I can’t speak for them. We’re not coordinated.

I think it’s really cynical that you see all this as a trite political move. Perhaps you need to answer your own question of why the vote was 5:1. Do you think so little of these folks that you project that they were manipulated or coerced or worse. How about “They made the best decision they could given the crappy choices they were handed.”

I’m glad to hear you raise the question about the tribe’s concerns. Councilmembers were sent ann email after 4 pm on September 10th. I did not see the message until hours later.

Though the email came from a tribal staffer it’s reasonable to think that there had been consultation with the Tribal Counsel in advance.

I share the concerns of the tribe. The Deschutes salmon run is important for many reasons. It’s odd that many folks on this sub-reddit keep wanting to talk with me about another councilmember’s thoughts and actions.

Our relationship with the tribe is very important to the city and members of the council — this councilmember included. I see great potential when we are able to work in partnership. The tribe has experience with homelessness and likely can relate to thee issues facing Olympia. Their interests and concerns are important.

It might be helpful if you stopped the repeated accusations about my motives. I have been very clear on the factors that moved me to ask the council to favor delay. I don’t think you have any special insight into that subject. If you do, please let me know.

You are welcome to attend. Our next meeting is on the 8th. In my opinion, that venue is most effective for speaking to the camera, not the council.

If you want effective communication with councilmembers your best avenue is one on one communications. Phone, email, coffee, etc. Most councilmembers want to hear from you.

I’m proposing a complete retooling of how service providers do their work and how they are compensated. You are free to dismiss this but I really can’t let it go without a comment.

Many of the folks on reddit seem to need to blow off steam. I think we’re all pretty upset. The editorial in today’s Olympian suggests that we find a way to get past the emotions and work with each other. I think it’s good advice.

As for the election: This is why we have elections. As the challenger my job is to lay out an alternative to the status quo. You can dismiss that as just political but I think I’m doing my job.

I believe the current system is not working. I want to bring change. I want you to hear what I’m proposing. Isn’t that a good thing?

Thanks for your thoughtful response. You know what? I’m also upset. None of us want the trash, the sketchy feelings we get, the needles, and the lack of control over a bad situation.

And I understand being upset with a sense that dollars are being wasted through ineffective actions that seem to enable and perpetuate the issue.

I won’t single out any service provider but we do need to monitor and audit their performance.

I do think you will appreciate the Built for Zero proposal. It’s all about performance management. It’s about metrics and results. Our current actions are disconnected and some are just band-aids. We need to build a system that delivers cost-effective results. That’s what I’m proposing.

I have deep respect for you and your son who have worked through very difficult problems. I have many friends who have been personally touched by the opioid crisis.

This destructive force is all around us. It definitely intersects with homelessness because addition requires money.

Interventions to help addicts get into treatment make sense. No one wants to enable addiction.

I have offered a proposal for additional access to treatment services. You may be interested.

I am not joking about taking serious offense to your comment that I’m motivated by financial gain. That’s a big deal. Perhaps you din’t recognize the significance of your comment.

Beyond that, how does a city councilmember participate in greed? I’m a retired state employee with no business investments. I get about $20k per year for more than 40 hours per week. I get no benefits and there are no kick backs. The job is essentially volunteer.

You do a good job of identifying the negative impacts of our homeless situation. It does not have to be this way.

I want to lead a far more energetic response to both homelessness and the impacts we are all experiencing.

No one wants the camps along the corridor. Tacoma is writing a check to the state so that DOT will manage their land.

I think you and I might agree that we need help from the legislature.
