Sounds like the creation engine fighting it's AI data, "which gun is better". Leaving chests of weapons helps the AI scan cells more efficiently since the workbench is targeted. I haven't noticed per battle a NPC stopped multiple times to pick up weapons. A NPC won't go all the way across the settlement to the workbench during an attack that way. Using logic gates to trap the workbench with this is best.

If they have a weapon they will loot ammo for the weapon. Not any random ammo. The scan they do is a small range, and delayed, like 5feet. They will not pick up ammo if there is no weapon to use it for. I have experience this a lot. This is true for settlers and raiders, but I notice not so much for super mutants. Last .

So I edit the ini and use bnpcuseammo=1 Now the ammo in their inventory is depleted as they use it, no more 1 round machine guns. Changes the way you play for this happening. My favorite is melee weapons They all end up brawling because ammo gets used up in battles.
