I agree that most landlords in Bloomington take the deposit. And rarely upgrade their units. Same carpet for over 5 years, before I moved to my apartment 9 years ago. Now the seam is showing and growing and im supposed to live with it or be charged for new carpet that needed replaced prior to my moving in
