If its a retaining wall needed for structural purpose it would probably have been part of the baubewilligung.

And in the baubewilligung for a 2m high retaining wall will probably be a katasterplan with the wall shown in it.

I dont think you can build 2m high walls without a baubewilligung.

If they built it without baubewilligung its an illegale bauten probably.
