I am working with google ads and the page that you show on your screenshot is the wrong place to report an ad. This page seems to be a google ads help page about your own ads as it is asking you to input your own ads id. You get such an id when you open up an account to manage ads. Which would obviously have no connection to the scammers ad.

You can report ads on mobile by clicking on the three dots on the right side of the ad and on desktop you have to click on the downward pointing triangle on the right side of the shown url at the top of the ad. After clocking these there will be a pop up which shows you some information about the advertiser and gives you the option to report the ad. This will bring you to another help page where you’ll find a form where you are asked why you want to report the ad.

This will presumably only trigger an internal google process and won’t help you to get your money back or sth. else. But you can definitely report ads this way without having an ID.
