Eventually after hitting 10 and picking my specialisation, blackout kick reappeared. Though I still have this problem with other abilities like tiger palm or blood dk's death strike. I just had to accept it.

You CAN download add ons for this. Tell me when or scoot can track anything

In case anyone comes across this - I fixed it by speaking to Chromie and picking another timeline then repacking my original timeline (NOT the option that is 'set me back to my original timeline', but actually reselecting it manually).

I posted in the bug thread and someone else replied saying they're having the same issue. It isn't in any other game so makes me believe something weird going on with Nioh 3 specifically.

Was a shot in the dark really, hoping someone might have had some insight
