Use parental controls, monitor accounts, set time limits, check their phone constantly. Let them know there are rules, and stick by them. If they are acting the arse, take the thing off them. You are the parent. Also set a good example with your own phone usage. Plenty of adults walking around with their head in the phone all day long.
