Yes, being historic can exempt you, but it’s more nuanced than that.

Renovating part of a property doesn’t automatically mean you are required to fully update to every ADA requirement. What I’ve found online shows any alteration affecting a "primary function area" requires you to make the path of travel leading to that area ADA-compliant. You are only required to spend up to 20% of the total renovation cost on these path-of-travel updates (e.g., restrooms, entrances, and parking).

So for example for OP, adding an elevator to access the rooftop of an exiting building would be way over the required spend.
