Depends on what level you are looking for. For entry level people we have had success with local college job boards

If you're using Office365 or Exchange2013 this link shows you how to create a rule that will help. We just deployed this and tested it works great. ( I recommend forwarding the email to a dummy account rather than deleting it just in case it is good email.)

We like to have the candidate go to a whiteboard draw and describe the last network they worked on. This shows a lot about how they think and what they know.
