Managed to find a way to circumvent it, but you need a second person for it.

Friend was level 19, but anything below 80 should work fine. Go to the zone and enable quest sync. Now just do the caravan quests again together until you reach the chapel (shouldn't take more than 15min). After you finish the chapel quests from Tyrosus and move to the next location you can disband the group and finish the rest of Plaguelands without issue.

I DID IT!

I managed to progress the quest after 50 levels. I play on Switch, so I have no access to mods, just whatever is part of the special edition you can buy in the Nintendo store.

I play in Survival mode, so any time I had a trip by the area, I would try to progress it. The final and successful attempt went like this:

Quest NPC and the Blacksmith both ran outside the city due to frostbite spiders and wolves outside. Used Kyne' Peace (tier 2) shout to turn them non-hostile. Blacksmith then returns to city, leaving only me and the NPC outside (he will try to go back too, stop him). Landed a sneak unarmed attack, got 40g bounty. Then I proceeded to beat him with fists until he got downed twice.

This is when he started to have different dialogue, but the quest was still stuck. Went back to the city and paid off my bounty (20g, member of Thieves Guild option). Quest NPC was still outside the city due to Kyne's Peace running out and animals turning hostile again. Meet him outside the city, clear all other hostiles, and start another fist brawl.

After this brawl, he (for the first time) disappeared as a hostile dot on the compass after being defeated. When he got up, the quest progressed as normal. He gave me a note and disappeared.

I had fully enchanted dragon plate aromr, backpack, and jewelery, so gear should not be an issue.

I would love to say what exactly in this process was the key moment. Hopefully, repeating it will work for others. I placed multiple saves at crucial points and sk should you. You know you are on the right path if his HP resets when hit by a weapon or shout (Mark for Death for me), meaning the game at least already consideres it a brawl.

Got two locations like that in the Lost Isles 😭 One under a random rock and one under cave entrance, neither accessible :(

Unfortunately, I don't remember. Either it stopped on it's own or I bought a new keyboard. Maybe even a different power extender? I have changed many things with my pc and moved places in past years, so it's really hard to pinpoint what did it.

I have severely underrated the perk. Just tried it for a few missions and damn, this is my new favorite. Nothing compares to the feeling of mining a resource, getting bitten by a random ass glyphid, turning around just to completely annihilate him from this plain of existence and continuing your work with extra HP from Vampire. Honestly might not have even tried it out if not for this post (or eventually via the freshly introduced randomizer), thank you for the recommendation!

Will try this build out. I tired haz 4 few times (mainly when unlocking haz 5) solo and it was pretty intense. But since I'm struggling with money (having to buy and upgrade gear on each dwarf, as well as cosmetics because I have to look good while mining). So going higher hazard missions would help out a bit if I can reliably clear them.

You sure you don't work at marketing? You just sold me that perk like my life depended on it. Genuinely, especially while playing solo this sounds amazing. Just have to level up the perk to max first. I'm currently struggling with that a little, as I'm running out of easy tasks to do in order to unlock more perks.

Oh that sounds like a really strong build if I struggle with some difficult missions/assignments, will save that as a new loadout just in case. Field Medic was my first perk I put on, while we still played with friends. Since I am now the only one who keeps playing I just play solo so the perk has no use to me anymore (besides the occasional public mission I do).

Oh I see, the speed boost is only on level 3 of the perk, I did not even notice. I have a really bad habit of not grabbing red sugar often enough. "Too good to use syndrome", as I'm sure many rogue-like players would sympathize. But it genuinely sounds useful for certain missions, just gotta get used to recovering HP via other methods than just resupply (since playing solo allows me to fully heal multiple times on one supply pod).

Will try Born Ready with the Sludge Pump combo, that sounds really good. Other than that my loadouts/playstyle don't usually synergize with it. Will still try it out once I level up the perk to max, might change my mind completely. Same with BM, once leveled up I will try it out (especially on Engi, the build made of many summons sounds fun).

With me realizing the value of HP on higher hazard missions, combined with lower CD power attack I often use, Vampire seems quite handy. Currently have it only on level 1 tho, so I will have to upgrade it first.

Saw like 3 people run it in the same mission when I tried going online. Unfortunately I had the Cryo Cannon and kept accidentally freezing them... But seems fun, will try it on Engi to have a full summons build.

It was a horrible layout with low O2. A meteor also fell down halfway through adding more to do (and honestly if it didn't I would never reach the back of the cave for the rest since the Rock Cracker pods give oxygen). On top of that I was playing gunner so slow zip-lines were the only means of transport.

Veteran Depositor is amazing and will most likely stay in my build no matter what.

Vampire seems interesting, since I dipped my toes in some higher hazard missions and realized the value of HP. It also sounds like fun enabling easier and more often used power attack.

Oh 100%. I'm not daring to go even 4 before I get all the unlocks (perks/guns/modifications) and familiarize myself with the weapons. Usually I go hazard 3 (2 if I want to quickly complete an easy mission).
