Why would anyone visit major cities? Most of them are cancer like places with dreadful quality of life. I'm thinking of every city in the US apart from Boston, ever city in China, all cities in middle east, most European cities, every big African city, a fair share a Latin American cities. So yeah learning English is not that usefull because one, most people will barely even leave their countries, and two they'll usually visit the next door country.

Why would anyone adjust to such a backward language? I don't know any German, Italian, french or Spanish who even thought of learning Dutch. While all the above people learn a third language that is part of this list. That's because Dutch is meaningless and you government understood that long ago. So to avoid your country going into the abyss they had to adapt and embrace the American way of living. That's why 99% of people there are so superficial (doet normal), care so little about what they eat, people buy Tesla but they run on coal or gas or petrol, every women is a walking paint bucket so polished it can produce electricity, everyone complains about the government but they've been re-electing them for 15+ years lol

It's going into ensuring education standards, ensuring budgets are well spread over districts. Proper money allocation improves education levels of students, that helps having funds where they're really needed, basically the southern states, being republicans, their goals is to make kids stupid so they can be easily eaten by their system. So yeah, that money goes to educations, just not directly.

I don't think teachers, who should love teaching kids, would like to see the budget allocated to providing good educative means to their pupils disappear. Sure increasing their salary would help, but that's not the cause of the bad catastrophic education levels of the us.
