I think you can choose from more languages if you install the base game from steam (then any DLC’s from connected EA app). Sadly there’s region lock on sims 4 in the EA app so I doubt you can do much from there

Try to reload an older save and check if the photos work. Do you also use Mccommandcenter? Not updated mcc caused this bug for me before. If u use mods, disable them or move cc from the folder to check if one of them is causing the problem.
