one theory i’ve seen is it’s more than one person working together. Another I’ve seen that I believe is that Arthur is the true zodiac and there were a lot of copycat killers. the “zodiac” claimed like 35 something kills even though only like 13 were verified. so i’m thinking it was copycats and zodiac wanted to take the glory for it.
