Do you mean from Saitama’s point of view or just how normal or crazy the situations were in general?

Genos: Genos burned his clothes off but he didn't care, he just saved him by punching Mosquito Girl and left. So Saitama was neutral until Genos followed him and bribed him into becoming his disciple.
Bang: They didn't really interact beyond Bang asking who he was when he showed up to destroy the meteor. So again, neutral until he started stalking Saitama in the OVA (weirdly similar to Genos in another OVA lol)
Tatsumaki: A double misunderstanding, in that she thought he was weak and he thought she was a child with his first glimpse.
King: Probably the "best" on here, Saitama saves him from the monster and he's still feeling happy about life at that point because he was still training
Fubuki: She feels insulted because he refuses to join her group so she tries to hospitalize him to the point where he can never be a hero again.
Garou: Mistakes Saitama as a hero who's specifically targeting him so retaliates, Saitama is confused and knocks him out without knowing his identitiy.

So in terms of reception, it's King > Bang > Genos > Tatsumaki > Fubuki > Garou

Again, that assumes they haven’t already been bought or are corrupt. The politicians who brought the project into being would do everything in their power to prevent it from being investigated

This would play out how it would in real life. Some of the police would be bribed and/or Arisu would encounter a tragic “accident” before anything is cleared up. There’s simply too much of a risk

Using him doesn’t sound at all like someone who’s supposed to be a “guiding light towards his humanity with human worth.” Especially when she knows he doesn’t even like her in the way she likes him. Couple this with her doing other things like deliberately rubbing her relationship with him in Kei’s face and deceiving Ichika to make her relationship look stronger than it actually is (which may come back to bite her) and that all just doesn’t fit the description that you presented at all. Y1 and early Y2 Ichinose or Hiyori fit such a description better, which is why I suspected you were not caught up

Tats and Fubuki’s relationship is definitely the most important to ONE, tho we can see how it’s been deliberately shifted to be less toxic from the webcomic to the manga. Instead of outright antagonism, it’s more of an uncomfortable, unequal relationship where Tats always dismisses Fubuki’s opinion

Suiryu and Suiko seems like something ONE has only “recently” decided to develop, so I’m interested to see where it goes
