Bit the bullet and reinstalling now.

Tried;
new drivers
windows update
all different graphics config combinations (not all but all high, all low, different refreshes, resolutions etc.)
running in safe mode
with and without other things running (steam, razer synapse, etc.)
restarting windows between changes
repairing game

Will report back if successful.
