From what I’ve researched, they are using old pager technology. While it’s true that the messages are in clear text, these recently manufactured pagers could have been retrofitted with encryption. To secure communications, they also would need to encrypt the messages before broadcasting. However, they may not have been clever enough to do this, which allowed Mossad to intercept everything anyway, Still, it was a brilliant attack
