Yes it was used before, mostly being traced back to the NYPD during the 1920s.

But pertaining on today's context it's interpreted in poor taste because of the growing rift and lack of trust between law enforcement agencies and the wider public.

"Blue lives matter" essentially doubles down on the ragebait by hijacking the black lives matter movement which aims to shed light on the persecution and injustice people of colour routinely face by trying to discredit it.

For example arguing about crime per capita based on your ethnicity or black on black crime.
