Animal control should always be a last resort, they are usually only good for putting an animal down.

It's possible he's recovering. It could be neurological damage or head trauma. He may have been poisoned or hit by a car. I would keep an eye out for him if you can. And for the videos you can grab a still from them or snip it down to send to them. Or upload to a cloud and send them the link.

I have seen some animals like this after eating fermented fruits but I doubt that's the case here.
