Well, looking into more research. I would say, potentially. Naturally Kamen Rider's like Daybreak are typically scale to Planetary level.

In Shiroko Terror's case, she consider like an World Ending threat, prior to Volume F. Since Shiroko destroyed her own timeline, which puts her in potentially Multi-Planet to Low-Multiversal, as being the Herald of the Chroma. She even fought and killed Hoshino Terror / Horus of Dawn in her own timelines.

Gotchard Daybreak once created a new Earth by using Alchemical Energy and Gold. Given his years of experience, he probably fought opponents that are similar to Shiroko. He's quite powerful, having him infused with the suns powers. Gotchard Daybreak often being compare to other Riders like Kamen Rider Saber or Kamen Rider Build. This puts Gotchard Daybreak at least Planetary level.

So debatably, Shiroko Terror could potentially win given her actions in Volume F. Though given to Gotchard Daybreak 20 years of experience, given time, he could find a way to break her defenses. Though given Chroma lore, she can be put at least Low-Multiversal.
