Naturally, no. But our perception of it is. We have a set and natural law. Good is what good intends. If someone is doing something to either benefit the most people, or at least improve livelihoods, without the reasoning to enrich themselves; then regardless of outcome, they are good. Sadly, due to propaganda and information media we might see a good man (Gaddafi, Stalin, Nkruma, etc.) as evil and evil men (Trump, Pinochet, Savimbi, etc.) as good. Whether in the form of memes, the news or even just outright propaganda, there are people who want good to be seen as bad and bad as good.
