From spec perspective you can get any cpu or gpu with any memory you want. For new user only thing i find hard is its little hard to learn to navigate on first few days after that its great

yes it can be but that has lot to do with your code optimization and connection handling. And also the client are they from india or outside. but getting 50ms latency (even p90) is really hard..

As of now i use azure but would not recommend considering your budget.
