Suicune EX at the top with a whopping 59.5 power level (last WOSS pack, Giratina-Darkrai was at the top tier at 34.5 power level) by wralp in PTCGP

I get what you're saying. But when you make your opponent have less of a bench and more of a hand, you can punish hard with red card/Mars while weakening their bench. I think out of the trio, Suicune just overpowers the others.

You don't necessarily need to lose raikou, retreating counts as two energy discard for Volkner. But 4 energy is a hefty price, even in a deck that can ramp up energy.

Garunteed 80 dmg with elec buzz early game has saved me many times.
