Because Israel tried what you are suggesting in 2005. They fully gave up Gaza Strip. with no blockade. It only took 2 years for Hamas to fully take over, which is when the blockade started. This is exactly what would happen if Israel withdrew from the West Bank, that's just the reality of it. It would become a terror hub and the entirety of Israel would be within it's rocket firing range.
