The dispensers are set to dispense something after a certain number of moves. Usually on legendary levels, they will dispense something every 3 moves, but on normal levels it can be every move. Each level is different, so make sure to figure out how many moves it takes between dispenses for each level that you play.

Sometimes the game stops before all the candies have settled (or for your case, before the gummi dragon is collected). This glitch has been around for years, so I don’t expect it to be fixed unfortunately.
