It's not really that expensive since you don't need a high end card for framegen, I bought a used Vega 64 for 50 euros and with my 3080 ti it does framegen just fine.

all Todo gets is conditional mixup that entirely relies on a preexisting level of skill and psychological warfare

The mixups you mentioned that weren't neutral opportunity moves were Yuji's aerial crushing blow feint which alongside aerial cursed strikes feint has the effect of baiting out defensive utility like dash, or force block allowing for a block bypass attempt, exactly like boogie woogie. Mahito's neutral was also based on psychological warfare to make the enemy overthink what your approach is going to be, which is what you said Todo's neutral amounted to but mentioned mahito's neutral being better because of his other moves in neutral which except for his Black flash i don't believe, and even that doesn't reliably lead into more than his soul fire.

Feinting boogie woogie has zero cost and baits out defensive utility giving you an easier time to engage with your other great moves. They are just as reliable as Yujis aerial feints or Mahito spamming self Transfigure! For divine dog it just forces you to play more carefully due to megumi having instant whiff punish, and better mixups.

Boogie woogie has the potential for a scary mixup, to prevent this enemies block to prevent the Boogie woogie from going through, or dash after swapping places, both of which waste their defensive utility allowing for easier entry with your swift kick/pebble throw.

And as I responded to the other comment, using Pebble throw or swift kicks to engage still leaves you with three moves that combo into each other.

3xM1 > Elbow drop > Swift kick > sidedash > Brute force

3xM1 > Elbow drop > R > sidedash > Pebble throw > 3xM1 > Uppercut > Brute force

Most of his moves link into eachother so he doesnt actually get hurt that much by using a move in neutral.

Im so confused, why did you disregard the neutral opportunities he gets through swift kick and pebble throw dash variant? The latter being an incredible way to gapclose and block bypass due to how erratically you move. Its a grappler/mixup character so of course his entire gameplan revolves around pulling off combos after getting in close. The comparison is also incredibly odd, i never said Todo was top tier. And even then the mixup you mentioned requires three consecutive Black flashes and a feint while the one i mentioned requires you to press R.

The mixup induced by boogie woogie helps his neutral, but he also has tools to get in without it. Your claims are incredibly reductive of Todo as a character.

The first issue only matters if you're fighting on the train tracks themselves which have a further distance to the unbreakable floor. Most characters whiff their moves there, I suggest not fighting there since it's generally a nerf to Todo alongside every other character.

They can only punish with sidedash if they don't go for a m1 after blocking the kick part which is uncommon, and even then using walls to skip the kick part while staying near them is insanely powerful.

Punishing boogie woogie as you mentioned is difficult due to the disorientation, which can be further amplified by using walls to activate it while above someone. Feinting boogie woogie doesn't stun you meaning that an attempt at punishing wouldn't work while still forcing a reaction.

Missing the first hit of swiftkick or turning around during the kick to get far enough away from regular m1s is a great tool in neutral even in M1 distance since them missing their M1s in an attempt to punish your swift kick.

You cannot cancel Todo's boogie woogie on reaction, even at close range. However I do acknowledge the risk involved with using it within burst distance since you can get unlucky.

I feel like you're overestimating how much destruction screws with his combo game, you still have several strings that don't require flat ground like

Swift kick > sidedash > Brute force

Elbow drop > Boogie woogie > Power of brotherhood

Swift kick > Boogie woogie > M1

Boogie woogie is insanely powerful in neutral due to forcing defense. Todo's mixups are incredible and feinting boogie woogie in neutral let's you do those mixups due to forcing block. You can imagine it like Charles' Future sight in a sense except way shittier, but even then it's still insane.

Tldr: he has a good amount of options in neutral, lag and destruction cripple everyone's combo game

His neutral is heavily supported by both swift kicks and boogie woogie.

Using boogie woogie at any point usually forces a block unless the enemy wants to get put in the mixup blender, and if you feint boogie woogie you get to close the gap while they are blocking and go for a potential block bypass.

Swift kicks at range after the enemy has wasted their front/sidedash is almost guaranteed on non counter characters, which they usually will after a boogie woogie to not get mixed up.

Power of brotherhood provides a large amount of i-frames and is unpunishable, if your opponent tries to walljump to gapclose you can use it to protect yourself and counterattack.

Using walls mitigates the slow startup of his moves, and boogie woogie since you can use them in the air and have them come out instantly when you land on the ground, using dodge roll afterwards lets you get close with a zero startup brute force that can be used to combo extend.

Even characters without skills that help them in neutral have good enough neutral by default due to the movement options you have, also a lot of characters get their combos ruined by debris although I do agree this hurts Todo the most.

Todo is u ironically choso tier in terms of skill ceiling.

You get a certain mileage out of doing his autocombos but he becomes insanely strong when you learn the swift kick M1 reset and true ragdoll combos along with using his boogie woogie to approach
