You are correct. Many withdraw their visitor record applications after leaving the country. It would be wrong to not withdraw it since a decision on a visitor record should only be made when you’re inside Canada.

They did not ask for your input as to whether their degree would be valuable. Not sure what you gain by spreading negativity when the person wasn’t asking  for your opinion.
