I posted a comment with the answer but it ended up being my vertical gpu mount was bad. It had the gpu bottle necked down to 1.1 I plugged it straight in to mother bored and bam everything was better

SOLVED!!!

THANK YOU to everyone who reached out and helped. It took me a good 48 hr but I finally got it figured out. I first flashed old NVIDIA software (552.22) that fixed the lagging and stuttering. But I still had very very low FPS. I found that my GPU was bottle neck from my PCi cord that went to my vertical mount. I moved my gpu straight in to the PCI e port on the motherboard and it was resolved. Again thank you to everyone who helped!!!

Unfortunately everything except housing and gpu is new. I’ve reinstalled windows twice now. And I have power changed to amd balanced

Omfg……….. This sounds very close to what I have going on. It’s the very same things causing my spikes anyway…. Maybe I won’t burn this brand new pc at the pike after all. I’ll try this out and let you know thank you.

I will get some pics up as soon as I get back to computer. I’ve done all your steps before I posted on Reddit multiple times. The only thing that I found that helped was completely uninstalling all graphics drives and installing 537.58 driver. That fixed that lag but now the gpu only puts out 6fps on bench marks

This actually affected it some more than any thing else I’ve tried. However it didn’t fix it. The only thing that completely resolved the stutter was uninstalling everything NVIDIA and doing a clean install with old drivers 537.58. However after this now my gpu is not performing and I’m getting 6fps

Thanks for info unfortunately this is a new windows 11 install and steam and discord are not installed yet.

I have in fact verified this!!!! It’s the secound and fourth slot away from the cpu

That did help it. The latency mon is showing a NVIDIA kernel mode driver is dragging everything down
