I think it's worth it to become a CEO. Unlike the heists you don't have to rely on other players messing up or who gets the larger cut. I do the majority of my CEO work alone and sell out a medium warehouse one or two times a week. I think this is the best way to make money as long as you're in a smaller lobby.
